Toon Toon is a person that is considered to be half-witted and deprived of common sense. It's a person that is generally only capable of handling trivial tasks at best, but believes they are worthy of higher status and capable of achieving more. Common behavior of Toon Toon's result in immediate failure or embarrassment. Actions of Toon Toon's create widespread humiliation and have negative effects on those close to them.
